BIRKENHEAD MAYORALTY.

ADDRESS BY MR. McPHAIL. CRITICISM OF THE COUNCIL. Criticism of the administration of the Birkenhead Borough Council was voiced by Mr. J. P. Mcl'hail, a candidate for the Mayoralty, in an address in the Birkenhead Foresters' Hall last evening. Mr. McPhail rcfeired to the improvement- works, all paid for out of revenue, carried out during his period of office as Mayor from 1915 to 1921. He contended that a similar policy could he successfully operator! now. Tho public debt had risen from £55.000 to £70.000 and payments in rates had risen accordingly. He had never been connected with any transport company in the borough arid he emphatically repudiated any suggestion that the Marine, Suburbs Bus Company had inspired his candidature. Jle wanted a safe, adequate and reliable bus service, with reasonable fares, and no favours granted to unv company. Tho council had encouraged the motor-car competition and its action now in endeavouring to push the taxis off the road at a moment's notice was very unfair. Under the circumstances he would allow these Vehicles to continue to operate, but woulrl lot grant anv more similar licences.

Dealing with the sewerage scheme be Said that ratepayers in the special drainage area would be required to pay £3OO a year more, or a total of £IO.BOO during the currency of the loan, if the £15.000 worth of land belonging to tbe Colonial Sugai Company were excluded. He urged inclusion of a provision for loans to ratepayers for drainage installations, nothing nf this nature being contemplated in the £47,000 scheme. Early attention should be given to tbe proper formation of the footpaths, which were generally in a deplorable state, and fin extension of the kerbing and channeling. A fire brigade was essential and for preference lie would like combination with Xoi'tln'ote in a liiclll v-efTi••ieiit firelighting service.
