MESSAGE FROM LEAGUE.

REMINDER OF COVENANT.

PACIFIC SETTLEMENT URGED.

Dec, It The Council of the League of Nations, at a secret session, and acting on its own initiative, sent a cable message to Bolivia and Paraguay, reminding them that as signatories to the Covenant of the League they were pledged to seek a pacific settlement of their dispute, and that both countries had siened a treaty of conciliation and arbitration.

The Council suggested the suspension of military action until representatives of the two Governments had met and discussed the situation.

PAN-AMERICAN CONFERENCE.

DEMAND FOR REPARATION'.

The representatives of Bolivia to-day withdrew from the Pan-American Conciliation Conference after efforts had been made to settle her dispute with Paraguay. Subsequently the Bolivian Legation formally notified the conference of its withdrawal from the gathering. The Note, which was addressed to the chairman, Mr. F. B. Kellogg, United States Secretary of State, said that in face of the attacks by Paraguayan troops on the Bolivian fort at, El Chaco the Bolivian delegates were forced to withdraw from the deliberations of the conference.

The Note added that it was impossible for Bolivia to discuss a peaceful solution of the disputes between Latin American nations until Paraguay had made formal and moral reparation for the injury she had done.
