CAPETOWN, Nov. G. The Minister of Posts, Mr. W. B. Madeley, failed to respond to the invitation to resign. At 11 a.m. the Cabinet resigned and was resworn at 3 p.m., Mr. 11. \V. Sampson replacing Mr. Madeley. Mr. Sampson was for 25 years piesident of the Typographical Union, and was formerly a supporter of Colonel F. H. P. Creswell, the Minister of Defence.
