ENFORCEMENT EYEWASH
RIVAL PARTIES' PLANKS
Ono of the pillars of (ho New Zealand Allianco was lately instructing, with the authority of ono who has never visited America, tho statements and opinions of an American visitor. Both tho American parties, ho said, had put " a prohibition plank" in their platforms. A striking proof, ho said, of tho extent lo which the. sentiment in favour of prohibition dominates the country. If the facts wero true, iL would not bo testimony of (he dominance of prohibition sentiment, but only of tho politicians' anxiety not to antagonise the solid prohibition minority. But it is not true. Both parties have included an " enforcement" plank, becauso neither could come out and openly stand for breaking the law. Tho law is tho law, whether it is good or bad, until it is repealed or altered. Our own judges often enough have said that this or that provision in tho law is bad, but they would not think of ignoring it in their judgments. Tho inclusion of " enforcement" planks has no significance as to the opinion of tho parties or tho country on the liquor question. It has this significance, however, that tho " dry" law has so feeblo a root in public feeling (hat tho enforcement of it is not to be taken for granted. Nobody asks either of the parties if it stands for the enforcement of tho law against theft, becauso that law has a solid opinion behind it. Tho Democratic parly stands for enforcement, but it has chosen a canrlidafo who stands for tho repeal of tho Volstead Act and tho liberation of America from the tyranny of tho bootlegger and his creator, tho prohibitionist.—Advl.
