COMPLAINT AGAINST CRITICS. ORGY OF MISREPRESENTATION. PARTY CHAIRMAN'S CONTENTION [ lIV TKI.KCH A I'll. I'HKSM ASSOCIATION.] STRATFORD, Wednesday. Mr. Robert Masters, chairman of Ihe United Party, delivered an address here to-night in reply to the recent address hv the Prime Minister.

In regard to the proposal to borrow £70,000.000 au orgy of misrepresentation had taken place right throughout the Dominion on the part of both Ministers and candidates of the Reform Party, together with the press, said Mr. Masters. First of all in regard to the period in which the money was going to be borrowed and loaned and, secondly, as to soundness of the scheme. The criticism levelled at Sir Joseph Ward's proposals was merely the criticism levelled by the same party when the State Advances Oflico was first instituted, when it was termed by the Reform Party as " a State pawnshop."

There could be no doubt that the pressing need of the farming community today was assured finance at the lowest possible rate of interest—the short-dated mortgage at a high rate was he continual dread. The Reform Party had failed to meet the needs of the country in this respect, continued Mr. Masters, and it would appear from a statement made by the Minister of Finance in the House of Representatives on July 18 that primary producers had nothing to hope for until such time as public works and other constructions were completed. It, was quite apparent that the fanning community had nothing to hope for in tlio next, few years from the Reform Government in this direction, ami their salvation rested on the policy laid down by Sir Joseph Ward to provide, if required, at least 1160,000,000 for the specific purpose of providing assured finance at reasonable rates for the definite period of 32£ years. Mr. Masters alleged that the plank of tlie Reform platform at the last election tij place taxation on those best able to bear it had not been honoured. While income tax had been reduced by nearly 113,000,000 during the last ten years cus tonis taxation had been increased by an equal amount. Those best able to bear taxation were being freed, while those less able to hear it had an increased burden placed on them.
