THE ULTIMATE SOLUTION OF THE LIQUOR PROBLEM. A MANIFESTO OF THE PROMOTERS OF THE POLICY KNOWN AS CORPORATE CONTROL. SIX YEARS AGO WE PUT FORWARD FOR PUBLIC CONSIDERATION CERTAIN PROPOSALS TOWARD THE PUBLIC CONTROL OF THE LICENSED TRADE. UNDER THE TITLE Ob 1 " CORPORATE CONTROL." Our notion was prompted by tlu> bi.-liof thut Prohibition cim rot be considered a remedy for the evils of alcoholic excess. unci that the Legislative solut ion of the liquor problem lies alons: the lines of Public Control. Our proposals have been considered and examined by many wellknown citizens thoroughly qualified to form on unprejudiced opinion as ! to their value, and wo are still of opinion that tho proposals constitute the basis of a sound and workable schemo of liquor control, well suited to New Zealand conditions. Wo have endeavoured to secure iho substitution 011 the ballot-paper of our proposals in placo of tho existing middle issue: and, at our instigation, an amendment to that effect was moved to the LicensingBill of 1!)27. Owing, however, to tho pledging: of a largo section of the members of the Houso of Representatives to the policy of tho New Zealand Alliance, the Corporate Control Amendment was denied thut full and adequate consideration in tho House which tho inherent merits of the scheme warrant. The vindication of tho stand for true temperance legislation which wo havo made can be seen in tho worldwide rovolt against tho policy of attempted Prohibition, and tho adoption, in many countries, of various forms of public control: IN CANADA the whole Dominion, with the exception of two small provinces, has abandoned Prohibition after extensive trial, and has accepted Governmental Control with splendid resuhs; IN ENGLAND tho Governmental Control experiments in Carlisle and district havo met with unqualified success, both moral and financial; IN NORTHERN EUROPE Various sy'litems of Public Control have been resorted to: IN THE UNITED STATES OF AMERICA Leaders of public thought are urging tho substitution of Governmental Control in place of the present lawless. uncontrolled consumption of harmful liquors. IN NEW SOUTH WALES the latest attempt to inflict Prohibition upon that country has been defeated by an overwhelming majority. THE WORLD SOLUTION OF THE LIQUOR PROBLEM IS UNDOUBTEDLY ALONG THE LINES OF PUBLIC CONTROL. CORPORATE CONTROL THE SYSTEM OF PUBLIC OR GOVERNMENTAL CONTROL WHICH WE ADVOCATE IS A SCIENTIFIC COMBINATION OF NON-POLITICAL GOVERNMENTAL CONTROL WITH BUSINESS MANAGEMENT. ITS ESTABLISHMENT WOULD NOT INVOLVE THE STATE IN THE EXPENDITURE OF ANY PUBLIC MONIES WHATSOEVER. IT WOULD DRASTICALLY LIMIT THE ELEMENT OF PRIVATE PROFIT. AND DIVERT A CONSIDERABLE PROPORTION OF TRADE PROFITS TO BENEFICIAL PUBLIC PURPOSES. IT WOULD PROVIDE A GUARANTEE OF THE STANDARD OF SERVICE. AND THE QUALITY OF LIQUORS SUPPLIED. IT WOULD ESTABLISH EFFECTIVE AND DISINTERESTED CONTROL OVER EVERY HOTEL IN THE LAND. ITS WHOLE WORKING WOULD TEND TOWARD A DECREASE OF DRUNKENNESS AND EXCESS. PROHIBITION HAS BEEN REPEATEDLY REJECTED IN NEW ZEALAND; BUT. NEVERTHELESS. THERE HAS BEEN A REMARKABLE AND PERSISTENT TEMPERANCE TREND IX THE DOMINION FOR MANY YEARS PAST. PUBLIC CONTROL OF THE LICENSED TRADE WOULD HELP TO MAKE THE DOMINfON EVEN MORE SOBER THAN IT NOW IS. WE HAVE. AS YET. BEEN DENIED OPPORTUNITY OF HAVING OUR PROPOSALS INCLUDED ON THE BALLOTPAPER; BUT WE APPEAL TO ALL ELECTORS TO USE THEIR VOTES TN HELPING TOWARD BRINGING IN WHAT MUST BE THE ULTIMATE SOLUTION OF THE LIQUOR PROBLEM BY CASTING THEIR VOTES FOR THE MIDDLE ISSUE OF STATE PURCHASE AND CONTROL.
