ARBITRATION SYSTEM.
COMPULSION DENOUNCED. AUSTRALIAN EMPLOYER'S VIEW. BRISBANE. Oct. 10. In his presidential address at the interstate conference of the Employers' Federations I\lr. William Brooks said tho compulsory arbitration system was an utter failure and had residted in chaotic conditions. It created an artificial prosperity and increases in tariff, to keep pace with tin; inflated cost of production.
Tho output generally had decreased, while tho cost of production had increased. Tho system bad also fostered trade union autocracy which placed itself above tho law. The only remedy was a reversion to the good old principle of conciliation-
