SCHEME FOR MAINTENANCE. BILL PASSED BY HOUSE. OPPOSITION MAY DISAPPEAR. [BY TELEGRAPH.—SPECIAL REPORTER] WELLINGTON, Monday Tho Auckland War Memorial Musoum Bill was passed by the House of Representatives to-day. Tho bill, as amended by tho Local Bills Committee, provides for contributions totalling £5700 from the Auckland metropolitan district, exclusive of tho Franklin county and Pukckohe borough, which were included in tho original scheme for the support of the museum. On tho second reading of tho bill today, Mr. A. Harris (Waitemata) expressed the opinion that contributions under tho schemo should be optional and not mandatory. Tho Takapuna, Nortlicoto and Birkenhead Borough Councils, and the Waitemata County Council had opposed tho bill, but ho thought they would not stand out if tho majority of tho local bodies concerned chose to accept the plan. Mr. J. S. Dickson (Parnell), who had charge of tho bill, said in reply to Mr. H. G. R. Mason (Eden) that if the full amount prescribed in tho bill was not required by tho Musoum Council it would not bo collected. PROTEST IN COUNCIL. MEMBER VACATES SEAT. OBJECTION TO PROCEDURE. [BY TELEGRAPH.—SPECIAL REPORTER] WELLINGTON, Monday. An attempt to proceed with the Wellington City Empowering Bill whon tho measure had not been circulated among Councillors was responsible for a protest in tho Legislative Council this evening. " I matto my protest by leaving tho Chamber,' said the Hon. W. Earnshaw. " I will not assist in the measure unless tho bill is before us." He then turned to walk to the door. The Leader of the Council, Sir Francis Bell: The bill is not printed. Sir James Allen also entered a protest against the procedure, whereupon the Hon. G. J. Smith suggested tho Council should report progress, with leave to sit again. This courso was adopted. "Riri£ up the printer and tc-ll him wo can't get on till wo havo tho bill," called Sir Francis Bell to a messenger as tha Council adjourned.
