MANDATES COMMISSION.
MR. NELSON CONDEMNED.
EX-ADMINISTRATOR'S ACTION
INSUFFICIENT FIRMNESS. Australian Press Association— United Service GENEVA, June 28. The report of the Permanent Mandates Commission on Samoa condemns in the strongest terms the activities of Mr. 0. F. Nelson. The commission, however, says it considers that the ex-Administra-tor, General G. S. Richardson, did not act with sufficient firmness in the early stages of the trouble, and hopes the forces now available on the island will make possible the maintenance of order in the future.
In regard to the petition from the natives, the report says the facts contained in it were fully covered in the report of the Royal Commission.
The report of the Mandates Commission is quite brief. There were two opinions among the members. One favoured a still more brief report, and the other desired to deal with each point raised seriatim. The result amounts to a compromise not satisfying to either side.
