NEW REAR-ADMIRAL.
SUCCESSOR TO COLLARD. Australian Press Association—United Service (Received April 523, 5.5 p.m.) LONDON, April 22. It is announced by the Admiralty that in consequence of Rear-Admiral B. St. G. Collaid's retirement Captain Cecil Usborne has been promoted rear-admiral. Rear-Admiral Cecil Vivian Usborne was born at Queenstown, Ireland, on May 17, 1880. His father was a captain in the navy. He was educated at Maidenhead and afterwards joined the navy. He was lieutenant 1903-4 and commander of the Colossus in 19A3. He invented the apparatus which led to the introduction of the Paravane mine protection. In 1916 he was in command of the mine-layer Latona in the Eastern Mediterranean. He was engaged in minelaying operations off the Dardanelles and in blockade work in Asia Minor, etc. He was promoted to captain in 1917 and wa3 senior British naval officer at Salonika in the same year; Corfu, 1918; commanded the Naval Brigade on tlio Danube, 1918-19; was deputy-director of naval ordnance, 1919; in command of the Dragon, 1921; deputy-director of gunnery division of the naval staff, 1922; vice-president of the Chemical Warfare Committee, 1923; director senior officers' technical school, 1925; and captain of the Malaya, 1927,..
