ANNIVERSARY CELEBRATED. BRITISH COMMUNIST'S SPEECH. A. and N.Z. RIGA, Feb. 26. A British Communist, Gallagher, speaking at the Red Army anniversary celebrations "at Moscow, delivered a message purporting to come from British workers. He said he and his colleagues were ready to fight alongside the Red Army to overthrow British imperalism. The mere existence of the Red Army was already stirring up India's millions to throw off Britain's bloody domination. The first shot in a war between Britain and the Soviet would be the deathknell of the Empire. The Commissar of War, Voroshiloff, said the army supported the Soviet's disarmament proposals and was ready to disarm, although it possessed adequate means to fulfil its purpose.
