THE RULING PASSION.

LOBBYING AT CANBERRA. Referring to Feder.tl members' denials of lobbying" during tlie debate on the Australian Tariff, the Western Austra r liati Slate Minister for Works, Mr. A. McCallum, stated lately that while ho was at Canberra all the hotels were crammed with representatives of manufacturers and importers, working in the interests of Melbourne and Sydney, who button-holed members at Parliament House, at hotel, and anywhere else. Mr. McCallurn's observations convinced him that the shifting of the Federal Parliament to Canberra had not achieved the end desired by those who believed that in Canberra the Federal Parliament, would escape from the influence of Sydney and Melbourne. He sijid that Canberra would be a beautiful city, probably 111 10 years, but whether Australia could afford to continue spending money at the present rate was open to question.
