EXPORT LICENCE POWERS.
"LITIGATION INEVITABLE."
TARANAKI MEMBER'S VIEW. That litigation will inevitably follow tho rejection by the Dairy Produce Board of a motion to delete from the export licence provisions the irritating and harassing conditions of clauses 6 and 8, is the opinion of Mr. James Hine, a member of tho body. Not only would such litigation be costly, he slated in an interview, but it. might have the effect of again dividing the industry. The knowledge that high legal authorities differed as to the board's powers in the matter of export licence conditions was, in the opinion of Mr. Hine, sufficient reason for the board to review and modify its terms. He expressed disappointment that his motion in this direction had not received tho support of those members of the board who had been returned to office as apostles of free marketing. After six months' experience as a member of the board ho was confirmed in the opinion expressed during his election campaign that the industry would never be safe until all the compulsory powers to interfere with marketing had been removed by legislation. Among the many directions in which the board could legitimately continue to function were the control of publicity and advertising, insurances and freight contracts, and improvement of the conditions under which produce was carried, landed and stored at the other ©rid. In an unobtrusive manner the officers of the board had already achieved much in this direction with benefit to the - producers of the Dominion.
