FIGURES SHOW DECLINE.
. CAMPAIGN FOR INCREASE. Times. LONDON, Deo. 28. The Milan correspondent of the Times says tho paper l'opolo d'ltaliu has published an article by Signor Mussolini which is virtually a trumpet call for more children. •Signor Mussolini states that the. birthrate in Italy from 1924 to 1927 has gradually declined, and if it continues tho decadence of tho nation, numerically, will begin within a quarter of a century. He asks what can bo done and presents a Fascist formula: "Less children are born, let us have more." Signor Mussolini' denounces tho enormous cowardice of tho rich classes, which, he says, is chiefly responsible for the phenomenon, He announces new repressive legislation, and prizes, in the form of fiscal rohef, such as exemption from -taxation, in the caso of big families.
