INEFFICIENCY ALLEGED.
ADMIRAL MAGRUDER'S OPINIONS. WASHINGTON, Dec. 23. In making charges against tho efficiency of the United States Navy, before the Congressional Committee, Admiral Msgruder said: " There are too many admirals and too much useless machinery. " You should build your ships in Government yards," ho added. "If you are going to spend £200,000,000 on a new navy, build tho ships yourself. Do not fatten tho contractors. Our ships are overcrowded with men. 1 found IT wireless operators in one ship. The navy has really failed to demobilise after the war."
