GOVERNOR OF KOREA.
VISCOUNT SAI TO RETIRES. GREAT NAVAL ADMINISTRATOR. A. and N.Z. ! TOKIO. Nov. 27. It is reported that Admiral Viscount Makoto Saito is retiring from the Governor-Generalship of Korea, on the ground of ill-health. He will be succeeded by General Yamanashi. Admiral Viscount Saito became a naval cadet at the age of 15, and when only a captain was appointed Vice-Minister oi the Navy. He retired from the Navy at the age of 56, but was persuaded to become Governor-General of Korea in 1919. He lias firmly established the position of Japan there. He has given increased responsibility to Koreans and thrown open the Civil Service equally to them with Japanese. Ho was the head of the Japanese delegation to the recent Naval Arms Limitation Conference at Geneva. He is 69 years of age. with snowy white hair and moustache. He was Minister of the Navy in five Cabinets. He returned to his position in Korea after he had been to Geneva.
