ARRANGEMENTS FOR VISIT. GENERAL PRESS APPROVAL. ISSUE KEPT ABOVE PARTIES. By Telegraph—Press Association —Copyright. (British Official Wireless.) A. and N.Z. RUGBY, Nov. 27. The Times, referring to the acceptance of the Statutory Commission on India by all parties in the House of Commons, says: The unanimity of the principal spokesmen and the general tenor oi their speeches showed an encouraging breadth of vision and strong political responsibility. Nothing could have been more satisfactory than so much proof that all parties in Parliament have agreed to treat the composition of the Statutory Commission as an issue that transcends party differences, and at the same time to make it clear that the restriction of its membership to members of the British Parliament was never intended as a slight to the Indian Legislatures or as an affront to Indian susceptibilities.

Other newspapers comment in a similar vein. As both Houses of Parliament have now signified their approval of the proposed membership of the commisison, the formal appointment of this body will follow in due course. Agreements will then be completed for the first of the two visits the commissioners will pay to India.

The Daily Telegraph says it is understood that the chairman, Sir John Simon and his colleagues will leave for the East on or alfout January 19, 1928, which means that they will arrive in India early in February. According to the present programmes they will leave for England about the end, of March and will return to India iu October, 1928.

During its first visit the commission will, it is expected, devote a considerable portion of its time to investigating the actual working of the legislature machinery and the methods of administration. It is not unlikely that this will entail visits to one or two of the provinces.
