MR. MACDONALD'S MOTION. COMMENT BY THE TIMES. (Received November 19, 5.5 p.m.) Times. RUGBY, Nov. 18. Referring to the notice given by the Leader of the Labour Party, Mr. Ramsay Mac Donald, that he will move a vote of censure on the Government in order to raise a debate on the coal industry, the Times says' that in such a debate it will still be left to the President of the Board of Trade. Sir Philip Cunliffe-Lister, to make a general speech on the mining situation, with the technical details of which he is necessarily more familiar than is the Prime Minister, Mr. Baldwin.
