CHANGES CONSTITUTIONAL. BILL ALLOWED TO PROCEED. (Received November 18. 9.52 p.m.) A. and N.Z. LONDON. Nov. 17. The Ecclesiastical Committee of Parliament has decided, by 21 votes to 5, that the Revised Prayer Book does not affect prejudicially the constitutional rights of the King's subjects, therefore the measure should be allowed to proceed. It is generally thought that the bill will be discussed by Parliament early in December.
