The Riga correspondent of the Times says the 12th Congress of the Friends of Soviet Russia was opened at Moscow It is alleged that at tho suggestion of the British delegates it was officially an nnunccd that the congress had been sum moned to considei the conversion of anti Soviet countries by the promotion in them of civil wars, for which the dele gates would work upon their return home
Tho chairman of the British delegation. Mr. Louther, representing the Durham Miners Federation, declared the delega tion had gone to Moscow to learn how to turn the sword against the bourgeoisie.

The Moscow newspapers publish a copy of a resolution passed by to Central Committee of all the unions of the Communist Party insisting upon the necessity for expelling Trotzky, ZinoviefT, Kameneff and other oppositionist? from the party. The resolution says it will be best to show the people that Trotzky is attempting to rally the non-proletarian forces.
A document prepared by Trotzky and forbidden publication in Russia has now been published in Berlin This confirms the fact that the situation of the workers in Russia is becoming worse. They endure long hours at low pay and the unemployed total 2.000,000.
It is indicated that one of the reasons why Stalin refrains from taking . more rigorous measures of repression is that the oppositionists possess documents which compromise his official "olicy Another reason is that the oppositionists are growing in strength '"within the Army. ,
