LARGE AREA AFFECTED. FEW CASUALTIES ONLY. A. and N.Z. TOKIO, Oct. 28. The earthquake experienced yesterday at Niigata covered a considerable area of the west coast, but there were only a few casualties. Railway and other communications have been interrupted.
