FRAMING A CONSTITUTION. MEMBERS TO BE REMUNERATED. (Received September 1, 8.35 p.m.) Sun. MADRID, Aug. 31. Tho remuneration of the 360 members of the new Spanish National Assembly, which is to meet in October to frame a constitution and to prepare a budget will be £2 for each sitting.
