LONDON, Aug. 27. lhe Prime Minister, Mr. Baldwin, delivered his first speech since his return from Canada at a Conservative rally in Lanarkshire. He said : I was able to tell the Canadian people that Britain is far from being decadent and was the same country which a decade ago stood shoulder to shoulder with the Canadians in the Great War. "I shrink .from reflecting on Canada's fate if the original settlers who founded that Dominion had been imbued with Socialistic doctrines instead of relying on their old Scottish properties, which had ensured their prosperity. "Have we learned nothing in the last two and a-half centuries ? Cannot we co operate without fighting with the State, which is our child ? What is Mr. Maxton's guarantee that turmoil will not be followed by degradation? "Russia has had a decade of tyranny and turmoil. It still continues and has resulted in loosening the bonds of social order. Hordes of children are wandering in the streets of Moscow, and Leningrad, physically and mentally defective and addicted to vice. "Moreover, capital punishment "for trivial offences lias increased in Russia. It is the authors of the Russian turmoil who are fomenting financial trouble in Britain. However, if they are. willing to renounce their malevolent activities and to guarantee that there shall be no further resort to propaganda, there is no reason why the relations between Britain and Russia should not be resumed." EXPELLED RUSSIANS. ANTI-BRIT! SH ACTIONS. REJECTION' OF APPEALS. (Received August 2S, 5.3 p.m.) Sun. LONDON. Aug. 27. The Home Office has issued a statement about the expulsion of Martin Zeltm and Ivan Honiavko, of the Russian Oil Products Company. This says the Government does not desire to place obstructions in the way of trade between Britain and Russia, so long as those who conduct the operations do not indulge in propaganda or in* conduct contrary to Britain's interests. The Home Secretary, Sir W. JoynsonHicks, rejected the expelled men's appeals.
