NEW MENTAL HOSPITAL.

LONDON, Aug. 20 While scientists propose to segregate and thus to eliminate the mentally unfit, the Middlesex County Council has set out to give 4000 mentally-afflicted men a very comfortable homo in an estate of 1200 acres which it has purchased for £BO,OOO at Porter's Park, including an old'country house. The scheme, which will cost £2,000,000, provides for a stall of 1000. Tho whole is planned on the lines of a garden city. Tho council pays golfers the doubtful compliment of including an 18-hole golf course, as well as a cinema, a church and a gymnasium, and also, what seems to argue a considerable optimistic faith in human nature, a well-equipped chemical laboratory. '
