The 27th annual conference of the British Labour Party at Blackpool will consider a motion in favour of a surtaxon incomes of more than £SOO a year from property and investments. The idea is to make possible the abolition of taxes on necessaries, the development of the social services and the reduction of the national debt. Other motions to be considered are the following: Demanding that better efforts should be mado to grapple with the unemployment question; opposing the Government's proposals for the reform of the House of Lords; urging the abolition of Boards of Gtiardians; leaving the maintenance of the aged, the widowed, the fatherless, and disabled unemployed persons to national schemes; and prohibiting labour leaders from writing for the capitalistic press. There are nearly 100 motions on the agenda. A change of front is indicated in regard to the capital levy. It is explained in an appendix to the agenda that the capital levy would be less advantageous to-day than it would have been five years ago. Hence, the proposed surtax would affect those who would have paid the levy in its original form. The Daijv Mail says the conference promises few thrills. All the motions originally submitted asking for affiliation with the Cdmmunists have been removed from the order-paper. ' Local branches which persisted in nominating Communist delegates have been disaffiliated. Consequentiy there will be fewer Communists at the conference than in former years. The Mail says there is scarcely an item on the agenda now on which the members of the party are not definitely in agreement.
