STORY OF TWO DESERTERS. ONLY COMMUNISTS PROMOTED. (Received August 10, 11.30 p.m.) Sun. WARSAW, Aug.l9. Two Russian staff officers who have deserted have reached Warsaw. They stale that, in spite of the iron discipline of the Soviet, the army is in a demoralised condition. Promotion is onlV given to Communists, and this is causing deep dissatisfaction among the other soldiers, many of whom are siding with the Opposition. Soldiers arc flogged for the slightest infringement of the regulations.
