PACIFIC RELATIONS.

PURPOSE OF THE INSTITUTE. The purpose and work of the Institute of Pacific Relations and the proceedings at the recent Honolulu conference were described by Mr. W. H. Cocker at the fortnightly luncheon of the League of Nations Union yesterday. Mr. Cocker said the institute had been inaugurated in 1924, its primary purpose being to conduct research work among the Pacific countries with a view to promoting peace. The first conference was held two years ago. The recent conference was remarkable by reason of the presence of the British delegation, headed by Sir Frederick. Whvte, while there was also a strong delegation from China. Referring to the Chinese situation. Mr. Cocker said the impression he had' received was one of the ' tragedy* of the position created by the absence of a responsible government with which negotiations nii„'ht be conducted. There did not appear to be any prospect of the establishment of Such a government for some time. At the conclusion of his address Mr. Cocker was- accorded a-vote of thanks.
