EXCELLENT OPPORTUNITIES, SIR JAMES PARR'S SPEECH. A. and N.Z. LONDON, April 4. (Received April 4, 5.5 p.m.) The High Commissioner for New Zealand, Sir James Parr, opened the Ipswich Empire Exhibition and shopping week. In replying to the toast of the Empire at a civic luncheon, Sir James said there were openings in New Zealand for men with small capital to obtain a cheap and comfortable living, with excellent educational facilities for their children. He said he intended to initiate a vigorous campaign to urge the claims of New Zealand in this direction. The Mayor, Mr. Tempest, who remarked that he had lived for several years in New Zealand, presented to Sir James Parr a replica of an ancient Bible stool.
