DEMANDS ON CANTONESE.
DECISION OF 'AMERICA. FIRMNESS AND MODERATION. ALLOWANCES FOR NANKING. By Telegraph—Press Association—Copyright. (Received April 4, 6.32 p.m.) A. and N.Z. NEW YORK, April 4,. The Washington correspondent of the New York World says whatever demands the United States may make on the Cantonese Government as a result of the Nanking affair will be couched in reasonable terms, with a view to insuring compliance with them. Apparently the Government is disposed to make allowances for the disturbed conditions incidental to the withdrawal of the Northern forces and the subsequent taking over of the control of the city by the Cantonese. Tho policy to be followed by America will be one of firmness, combined with moderation. The theory is that extreme demands would be useless and would probably aggravate an already tense situation. An effort will be made to impress the Cantonese authorities with the seriousness of outbreaks against foreigners and representatives of foreign Governments, which are virtually attacks upon those Governments themselves.
