Jan, 21, The newspaper Echo de Paris says the military chiefs, in compliance with in-, structions from the Premier, M. Poincare, are to prepare without delay a definite plan for defence works on the northern and north-eastern frontiers. This scheme is as a substitute for the withdrawal of the Rhinelind Army. The depth of the defence zone will correspond with a modern battlefield. The Government: is. to seek the necessary credits from Parliament as soon as the plan has been prepared*
