"From a lad in the Blenheim office, Mr. Markman rose through determination and, zeal for his duties to the highest position open to him in the department. Such a record, while exceedingly creditable to Mr. Markman, must be an inspiration to all members of the service because it indicates that attention to duty brings not only the satisfaction of knowing that one's duty is done, but also the material reward of recognition through promotion."
