The police banned a meeting which was to have been addressed yesterday afternoon by Mr. Herbert, Smith, president of the Miners' Federation, at Wombweil, Yorkshire. It is announced that the general secretary of the federation, Mr. A. J. Cook, intends to address meetings to-day at the places where he was banned on Sunday. Mr. Frank Hodges, secretary of the International Miners' Federation, speaking at Bridgend, Wales, elaborated upon his suggestion that district agreements should be made, to be followed by a national settlement based on them. This, lie said, would secure a negotiated peace. The Daily Herald gives prominence to the statement by the Earl of Derby that ho would be willing to mediate in the dispute. It says the suggestion was carefully considered beforehand and was supported by a considerable body of Conservative opinion.
