The diplomatic correspondent of the Daily Telegraph says the project of the French financier, M. Loucheur, for the holding of a World Economic Conference by the members of the League of Nations was recently vigorously criticised in the Commonwealth Parliament. It -was described as an insidious attempt to interfere with the fiscal freedom of individual States. M. Loucheur's latest utterance on the subject has intensified mistrust in Dominion circles, says the correspondent, and something will be heard of the subject at the Imperial Conference. Viscount Cecil's warning on the subject at the last Assembly of the League singularly opportune. M. Loncheur s conception is nothing but inter-state socialism, says the correspondent. It is an endeavour to entrust an international body under the League with tb« control of the output and the apportionment of the natural resources of various States. This explains why M. Loucheur's plan is popular with Continental Socialists.
