Tho Berlin correspondent of the Daily News says it seems that the ex-Crown Princess Cecile was responsible for the downfall of General Yon Seeckt, who has resigned the chief command of tho German Army. Cecilo met Yon Seeckt at a ball and beggod that her son Wilhelm should be allowed to have military training. Von Seeckt at first was evasive, but in the end ho yielded to pressure exerted by Monarchist officers. A message from Paris says the resignation of Von Seeckt has been well received in French diplomatic circles. They assume that President Ilindcnburg and the Cabinet will accept it, and thus create a favourable atmosphere for tho development of t'ije rapprochement begun by M. Briand and Tlerr Stresemann in their conversation at Thory,
