TRANSFER OF BEQUESTS

BILL APPEARS .IN HOUSE. PERSONNEL OF COUNCIL. CONSTITUTION AND FINANCE. 4. ~ [BV I'ELEGRArH. —SPECIAL REPORTER.] WELLINGTON. Friday. The New Zealand Agricultural College at Palmerston North is constituted and financial provision is made for it by a bill which \t'as brought, clown to-day. ...The measure is entitled the New Zealand Agricultural College Bill. The college is described as being in connection with the University of New Zealand and is to bo a body corporate consisting of a council, professors and lecturers, together with the graduates of the University of New Zealand -whose names are'on the books of the college and the holders of diplomas granted by it. The council is to consist of nine members, four appointed by tho GovernorGeneral, two each by the councils of the Auckland and Victoria University Colleges respectively, and ono by the Board of Agriculture. The Government nominees shall hold ofFico for four years, retiring in pairs by rotation, and the other? for three years. Tho council is to elect its own chairman. Tliei'c is to be a professorial board consisting of all the professors whose appointment as such has been approved by the council of tho university and such teachers as the council of the college may appoint as members. The council is empowered to appoint a principal, who shall be tho academic and administrative head of tho college and chairman of the professorial board. With regard to finance, it is provided that the Auckland University College Council may transfer absolutely to the council of the college tho whole of the Logan Campbell bequest with tho Government subsidy thereon and all accumulated interest, together with all other funds hold by it for higher education in agriculture, and such moneys shall bo beld by tho new council in trust to endow a chair in some branch of agriculture. It is to bo known as the Logan Campbell Chair. Similar powers aro given to the Victoria University College Council with respect to the Sir Walter Buchanan bequest. It is further provided that university scholarships may be held at the college, and that Government subsidies shall be payable on voluntary contributions to the capital endowment of the college at the rate of £l' for £1 and on all other voluntary contributions at the rate of 10s on £l. ___
