OBITUARY.

MR. J. G. S. MacNEILlj. A. and N.Z. LONDON, Aug. 2-1. The death is announced of Mr. J. G. Swift .MacNeill, formerly M.P., aged 77 years. Mr. J. G. S. MacNeill, who was born in Dublin in 1849, was called to the Irish Bar in 1875 and became a noted authority on (Constitutional law and a Dean of the Faculty of Law of the National University of Ireland. In 1887 he entered the House of Commons as member for South Donegal, holding the seat till 1918. He was severely criticised and caricatured for. his opposition to the cession of Heligoland to Germany iD 1890. Mr. MacNeill became noted for his success in instituting many public reforms, including the abolition of Hogging in the Royal Navy and the establishment of the principle that the position of Minister of the Crown is incompatible with the holding of directorships in public companies. He was the author of several publications, including "The Constitutional and Parliamentary History of Ireland" arid "Studios in the Constitution of the Irish Free State."
