REJECTION BY THE COUNCIL.

Tho Summer Time Bill was defeated in the Legislative Council to-day on the casting vote of the Speaker, As a result tho clocks will remain as at present during' the coming summer, instead of being advanced one hour as has for so long been advocated by Mr. T. K. Sidev, the originator of the' bill. Speaking on the third reading tho Hon. V. ,H. Reed said farmers wore not prepared for such an innovation. They should have time to prepare. If the bill was " killed " this vera - , but was again passed by the House next year he would not further oppose it. Sir Frederick Lang made the name plea of hardship to the dairy farmers. Tho Hon. J. A. Hunan referred to measures on the Statuto Book which had been bitterly contested until given a trial, and were now universally supported. The Hon. M. Cohen said if tho bill was worthy of support next year it was worthv of support this year. The Hon. E. W. Alison said he had sympathy for tho town people's point of view, but was concerned for tho productiou of the country, which, ho contended, would be interfered with if tho bill was passed. The Hon. C. J. Carrington said the bill involved too costly an experiment, coming into effect as it, did at the very time when butter-fat production was greatest. in replying, the Hon. J. Barr analysed the list of members who had supported tho bill in the House, and pointed out the number of representatives among them of farming communities. On a division being taken t'lio voting was 16 for and 16 against tho bill. The Speaker gave his casting vote against the measure. The division list was as follows: FOR, THE BILL.
