FUTILE EMERGENCY MEASURES. Sun. / LONDON. July 23, * The Riga correspondent of the Mail reports thai bubonic plague and cholera are raging in the Ural region and are rapidly spreading westward. The emergency measures taken by the Soviet, have proved fruitless.
