PERMANENT COUNCIL SEATS. THREAT MADE BY SPAIN. A. and N.Z. LONDON. May 13 Madrid newspapers publish what is regarded as official information that Spain will withdraw from the League of Nations if it does not gain a permanent seat on the Council. . "Geneva despatches state that the Reorganisation Committee of the Council of the League of Nations provisionally adopted Lord Cecil's proposal that nonpermanent members of the League, should be elected for three years, while one-third of their number should be elected yearly. The delegates from Spain and Brazil were the on'y opposers, both making reservations. .
