GERMANY AND SOVIET.
NEGOTIATIONS FOR TREATY.
REASSURING STATEMENT. Reuler. LONDON, April 14. A report to the effect that Germany and Russia are negotiating a treaty has not surprised authoritative circles in London. It is understood that assurances have been received in London and in other European capitals that any such treaty as is contemplated will not contain anything incompatible -with the covenant of the League of Nations or the Locarno agreement.
