WAR DEBTS OF FRANCE.
NEW SCHEME OF PAYMENT. PEOPLE ASKED TO SUBSCRIBE. A. and N.Z. PARIS. April 8. The newspapers publish details of a scheme which the Government is said to be considering for a national appeal for patriotic voluntary subscriptions to pay off the debts of France. The nucleus of the movement will be "a committee of national propaganda," presided over by one of France's national heroes, whose name is synonymous with victory. The committee will be non-political and nonparty, and will appeal throughout the country for these voluntary subscriptions. The Journal says the financial ball will be set rolling by members of the Government themselves. Every penny will be devoted to pitying off the debt as early as possible.
