LABOUR MINISTRY'S BILLS. NEW SOUTH WALES COUNCIL. A.- and N.Z. SYDNEY, Dec. 31. The New South Wales Cabinet has decided that the Arbitration Act Amendment Bill, which provides for preference to unionists in all industries, and which was recently drastically amended by the Legislative Council, shall be returned to that Chamber in the original form in order that it may be passed with the additional votes of the new Councillors. It has been decided by the Cabinet to abolish the present municipal and shire councils throughout the State toward the end of 1926 and to hold the elections of new 'bodies on the adult franchise principle. The bill which provides for the adalt franchise was rejected by the Legislative Council some time ago, but it will be reintroduced during the coming session.
