COLLECTION OF RATES.
DIFFICULTIES iiM COUNTIES. LEGISLATION RECOMMENDED. [by TELEGRAPH. —OWN' CORRESPONDENT.] HAMILTON. Thursday. The Waipa County Council has found it difficult in some cases to collect rates on certain properties and the following recommendations from the council to secure more prompt payment were passed at a meeting of the Rural Counties' Association at Hamilton to-day:—"That the Rating Act be amended so that the lesSor be compelled to give notice of the expiration of his lease to relieve himself of liability for rates. That the Rating Act, 1908, be amended so that the person whose name appears in the occupiers' column of the valuation roll on March 31 in each year be primarily liable, for the ensuing year's rates, notwithstanding that be may subsequently give notice under section 65 of the said Act before the rates become payable. That authority be given in the Local Bodies Loans Act for alteration by way of special order of the date of payment of any special rate pledged as security for a loan to a date earlier in any financial year."
