'2O j A new programme of Soviet naval con- j struc.tion is foreshadowed by Admiral Zoff, chief of the Soviet naval forces, who, according f. the Riga correspondent of the Times, reported to Moscow that, although the recent fleet manoeuvres were satisfactory, they proved that tho Soviet warships were obsolete and incapable of adequately guarding Lenin grad's nppr. aches. The ships, therefore, the Admiral says, must be replaced by ships of the latest, types. The fleet must be brought up to date. The extension of the Baltic States' fleets, "under British instructions," has also, says the report, proved the need of alertness.
