OBLIGATIONS OF STATES. COMMON LAW TO APPLY. (Received 7.5 p.m.) Renter. GENEVA, Oct. 3. At the closing meeting of the International Conference on Maritime Law the Gothenburg draft convention was amended by suggestions which were submitted from the Imperial Economic Conference. These provided that when a State employs vessels which are owned or assigned by it for commercial purposes.. it mast submit to common law obligations and jurisdiction.
