A PROPOSED FEDERATION. LONDON, Sent, 12. A proposal to form an Empire Sugar Federation, to embraCo ,ihe growers' associations throughout the Empire, has been unanimously approved by representative growers. A committee will shortly be appointed to draft a constitution ahd policy. The promoters believe that such a combination * will stimulate a demand for Empire sugar, maintain the increase in tariffs and preferences, and diminish lie dependence of Britain and other parts j of the Empire on foreign suppliss,
