window-Smashing feared. BATTLE WITH THE FASCISTS. By Telegraph—Press Association—Copyright. (Received 6.5 p.m.) Sun. LONDON. Sept. 8. The authorities at Scotland Yard have issued a circular to the London police advising them to augment their patrols in readiness for an expected window-smash-ing campaign by Communists in certain areas. The outbreaks will, it is anticipated, be specially directed against the Seamen's Union and similar organisations. A party of 100 Communists created disorder at a Conservative meeting at South Islington last night. They attempted to pull down the Union Jack. British Fascists defended the flag. In the resultant rndlce four combatants were rendered unconscious. The fighting was of a furious character.

Mounted police charged the retreating Reds and constables chasqd them in taxicabs. Five arrests were effected

The Communists, having learned that the police were in possession of secret instructions for their immediate arrest, &ave modified their plans. They announce that their agitation will not touch the Army or the Navy, but will be confined to factories.

DESIGNS ON ABMY. POISONOUS LITERATURE. LONDON PAPER'S EXPOSURE. (Received 12.35 a.m.) Sun. LONDON, Sept, 8. The Daily Mail publishes a secret Communist manifesto which it calls "a second Zinovieff letter." The document was issued through the offices of the Third (Communist) International, of which Zinovieff is the president, under cover of a Soviet trading company, Centrosoyus, Limited. It reads as follows : "To prepare armies, also masses of workers, for an effective war against war, it is necessary to create legal and illegal soldiers' organisations; to carry on the uninterrupted, persevering and systematic work of agitation and enlightenment within the army, and to bo ready at the decisive moment to lead the armies in a rising against .the bourgeoisie. "A continuous fight must be conducted for disarming tho White Guard, arming the working classes, and establishing workers' Governments. The latter task will be to carry out these demands against the ruling class."
