BELGIUM'S WAR DEBT. NEGOTIATIONS COMMENCED. FRIENDLY SPIRIT EVINCED. By Telegraph—Press Association —Copyright. (Received 8.5 p.m.) Renter. WASHINGTON. Aus. 10. The American and Belgian Debt Commissions have opened negotiations for the refunding of Belgium's war debt to the United States. The amount owing is 480,000,000 dollars. An. assuranco was given by the Belgian Ambassador, M. de Cartier, that Belgium will honour her just obligations. The Secretary to the United States Treasury, Mr. A. W. Mellon, promisod that Belgium will be asked to pay only viiithm her capacity. ~
