FRANCE AND BRITAIN. DIVERGENCE IN VIEWS. QUESTION OF BARGAINING. By Telegraph—Press Association—Copyright. (Received 5.5 p.m.) A. and N.Z.—Router. LONDON. Aug. 1. A message from Pari;;, ijtates that at a meoting of the French Cabinet M. Caillaux, Minister for Finance, made a statement in regard to tho negotiations with London about France's war debt to Kritain. M. Caillaux said that although there was a noticeable differenco between tho British and the French viewpoints, the beginning of an understanding had already been achieved. The diplomatic correspondent of tho Daily Herald says tho negotiations broke down temporarily, not permanently. The British demand is for £20,000,000 a year, and the French offer £5,000,000. It is now a question of bargaining. Tho paper says both sides accepted tho principle that France should allot to the debt service her Dawes plan receipts, plus a definite sum each year. It is declared that the statement that tho debt negotiations had broken down is untrue. ,
