CABINET RECONSTRUCTION. KATO RETAINS LEADERSHIP. (Received 5.5 p.m.) Renter. TOKIO Aug. 1. The Primo Minister, Viscount Kato, who with his Cabinet resilgned yesterday, was summoned to form a new Ministry. He has completed the task of assigning portfolios. The following newt Minister (members of the Kenseikai Parly) have been appointed:—Justice, Mr. E'gi; Commerco, Mr. Hayami; Agriculture, MrJ Kataoka. The other Ministers are as before. The reconstruction fully accords wtTfh the expectations of the press and others who have been particularly scornful of the political manoeuvring of tho Seiyukai Party. Tho latter, by breaking up the coalition and immediately making overtures to the Sikuhonto Party, gave evidence of their real intention of bidding for power. " Viscount Kato took the opportunity of forming a Ministry purely from the Kenseikai Party and of retaining his former Ministers from that party which is the largest in tho Lower House but does not command an absolute majority.
